The Darling Quarter project is a redevelopment of the 1.5 ha ex-Sega World site located at the southern end of Darling Harbour, between Harbour Street and the Western Distributor Freeway, overlooking Tumbalong Park. The project consists of a low rise campus style commercial development, known as Commonwealth Bank Place, with 58000m² of commercial space and 3000m² of Ground Floor retail space across two new eight storey buildings. In addition there is a children's theatre, a new park and playground area, and four levels of basement parking.

The development achieved a 6-star Green Star office V2 Design Rating and is targeting a 6-star Green Star V3 As-Built Rating and 5-star NABERS rating. The project incorporates a number of sustainability initiatives, including rain water harvesting, on site recycled water treatment, onsite trigeneration system, carbon emission reduction through energy efficient design, recycled construction waste, and a high performance facade designed to maximise natural light and minimise heat gain.

Our engagement involved the commissioning management of all services, including the Green Star role of Independent Commissioning Agent (ICA).

Responsibilities included the:

  • development of a commissioning plan.
  • review of design and contract documentation to provide input into the planning, inspection and witnessing, and reporting of the building services commissioning process.
  • introduction of commissioning strategies and standards.
  • review workshop drawings and contractor documentation, including commissioning manuals, method statements and commissioning programmes.
  • development of specific Integrated Systems Testing (IST) procedures.
  • creation of the Building Users Guide (Green Star).
  • final commissioning report, including involvement in the ongoing 12 month fine tuning process.

During the project our scope was expanded to include the services fitout of the buildings for the major tenant, Commonwealth Bank of Australia (CBA). This focused primarily on preparing a commissioning report to show compliance with targeted credit under Green Star Office Interiors v1.1 rating.
 

Engineering Commissioning Services is an independent commissioning management enterprise established by the NDY group. NDY was the commissioning manager and also fulfilled the role of Independent Commissioning Agent for the Green Star criteria for Darling Quarter.

1 Bligh Street encompasses cutting-edge innovations that achieve first-class sustainability credentials. The building is a premium grade high rise office building located in the heart of the Sydney's CBD with prime views of Sydney Harbour. Providing over 42800m2 NLA of office space over 27 floors, the building also includes a dedicated child care facility on the Lower Ground floor. It was designed for and achieved a 6 Star Green Star Office Design (v2) rating and is targeting a 5 star NABERS Office Energy rating.

1 Bligh Street showcases many sustainable features, including onsite blackwater recycling; rainwater recycling, tri-generation and solar thermal collection to reduce peak and  annual energy consumption; a large, full height naturally ventilated internal atrium; and underfloor heating.

Engaged as the Independent Commissioning Agent (ICA), the commissioning management team took a holistic approach to the role providing various services, such as:

  • developing a commissioning plan.
  • reviewing the design and contractor design documentation for commissionability aspects.
  • introducing commissioning strategies early in the project for incorporation and adaptation by the contractors.
  • directing and coordinating the commissioning process through input and liaison with the main contractor and the services contractors.
  • providing input and feedback on contractor's commissioning
  • methodologies and commissioning manuals across all building services.
  • regular site witnessing of the systems commissioning as required by Green Star.
  • facilitation of regular commissioning meetings to track commissioning progress, highlighting any issues, tracking resolution of such issues and forecasting of systems tests.
  • introducing and endorsing Integrated Systems Testing (IST) as required to verify the interaction and robustness of systems in realistic failure scenarios.
  • providing a final commissioning report.
  • assistance and input in the 12 month building tuning process.

The 1 Bligh Street project is currently in the building tuning phase and we are providing assistance and feedback accordingly as part of our on-going involvement in the building tuning 12 month period following practical completion.

420 George Street, Sydney

420 George Street is a landmark office tower within Sydney's CBD, providing approximately 37,750m2 of commercial office space over 28 levels. The building also has additional retail tenancies from the Basement 1 level through to Level 3, which connect to the MidCity Shopping Centre and Pitt Street Mall.

The building has achieved a 5-Star Green Star (v2) design rating and is designed to achieve a NABERS 4.5 Star rating.

The building incorporates a number of sustainability strategies within the building services, including a hybrid active chilled beam and low temperature VAV air conditioning system; rainwater harvesting; fire system test water recovery; and high efficiency lighting.

We were engaged as the Independent Commissioning Agent (ICA) for this project aligned to the Green Star credit. Our role also included an extended comprehensive remit over all building services.

Our scope was further expanded during construction to include overseeing the commissioning of critical services provided for a major tenant fit-out. Within this role we managed and documented the testing and commissioning of the critical service infrastructure, including standby power generation, uninterruptible power supplies and automatic power switching, along with critical cooling equipment. The commissioning exercise included both performance testing and the robust testing of equipment redundancy.

The 420 George Street project is currently in the building tuning phase and we are providing assistance and feedback accordingly as part of our on-going involvement in the building tuning 12 month period.
