ECS was approached by EIC Activities (Leighton Asia’s Engineering Division) to provide commissioning management support for the new Hong Kong – Macau –Zhuhai Bridge Passenger Clearance Building project, specifically related to the site-wide SCADA and PLC controls systems. The Passenger Clearance Building supports the iconic Hong Kong – Macau –Zhuhai Bridge project with a combined bridge and tunnel system at nearly 30 km long. The two-story building provides border security, customs, arrival, and departure facilities to meet passenger’s needs, as well as retail and dining spaces.
Upon completion of in-depth audit of the commissioning progress and outstanding works, a status report was developed by ECS to be used as a tool to assist the on-site commissioning team for successful handover of the project. With the overwhelming tasks required to complete the controls commissioning on time, ECS was requested to continue supporting the construction team by managing the close-out of the remaining commissioning issues detailed in the report. Over this extended period on-site included the following services:
- Supporting and providing specialist advice for the resolution of over 100 actions and commissioning issues identified in the initial audit
- Developing a new commissioning programme to deliver the critical outstanding actions before handover and practical completion,
- Chairing regular commissioning meeting with sub-contractors to review on-going site activities
- Management of the remaining project commissioning documentation and attending and witnessing on-site SCADA and PLC controls testing
On 24th of October 2018 the Hong Kong – Macau –Zhuhai Bridge was opened to the public after its inauguration a day earlier by Xi Jinping, General Secretary of the Communist Party of China and President of the Peoples Republic of China and Carrie Lam Chief Executive of Hong Kong.
The project was a successful collaboration between the project team and ECS and ably demonstrates the advantages of our global partnering opportunities.
